The Department of Sports, Health and Art Education of the Ministry of Education stated that the comprehensive implementation of the art quality assessment system for primary and secondary school students will include the results of art quality assessment in the comprehensive quality evaluation of junior and senior high school students, while promoting the pilot reform of art education in the middle school entrance examination.

Art Grading Exam
Social art grading refers to the evaluation and examination of the artistic level of amateur art learners by specialized institutions. It is a supplementary form of professional art education aimed at providing authoritative assessment of the artistic level of candidates.
Since the mid-1980s in China, there have been dozens of institutions conducting various types of social art grading exams. The proliferation of various art grading exams, with mixed quality, seriously affects the image and honor of the exams.
The head of the Sports, Health, and Arts Department of the Ministry of Education stated that there are various art grading exams in society, which has caused great concern among many experts and scholars. Firstly, they believe that there is a serious tendency towards utilitarianism and profit oriented goals; The second is to push art education towards pure skill development, stifling students' interest and potential.

Art Quality Assessment
In order to promote the development of art education, the Ministry of Education has implemented comprehensive quality education, improved students' overall healthy growth, and implemented an important measure: art quality assessment. The emergence of assessment has broken this situation. The Ministry of Education also emphasizes that "the level ranking certificates of social art grading and art competitions cannot be directly used as the basis for student art evaluation.

Art quality assessment is a form of testing and testing the artistic ability and comprehensive quality of art enthusiasts through assessment activities, linking assessment with learning, education, and aesthetic education, achieving the goal of promoting learning, teaching, improvement, and popularizing aesthetic education to improve comprehensive quality.

The evaluation of artistic quality follows the laws of art education itself, focusing on two directions: comprehensive testing and professional evaluation. Pay attention to both the current learning level of students in art courses and the direction for further improvement and enhancement; Pay attention to both students' learning outcomes and their learning process; Pay attention to both the basic requirements for students and the incentives for their strengths.

In order to implement the requirements of the notice, better serve the participation of primary and secondary school students in the art quality assessment organized by various education departments, and further implement the spirit of documents such as the "Opinions of the General Office of the State Council on Strengthening and Improving School Art Education Work" and the "Methods for Evaluating the Art Quality of Primary and Secondary School Students", the Art Education Work Committee of the China Oriental Culture Research Association has launched the "National Youth Art Quality Assessment" project. Collaborate with renowned experts and scholars from universities such as Tsinghua Academy of Fine Arts and Central Academy of Fine Arts to complete the entire testing and evaluation process.
